We have had an overwhelming response to this fund. To ensure you receive your payment in a timely manner, we will stagger the dates when members of the public can apply. This will allow us to make payments faster.

What is the fund?

This is a national program aimed at providing financial support to households struggling to make ends meet this winter.

Can I apply myself?

You can apply if you need help only with:

  • food
  • energy bills (including heating, cooking, lighting and water).

You can be referred

A professional will refer you if you need help with your food or energy bills and any of the following:

  • coverage of gas, electricity and water bills, or historical debt on these bills (including sanitation)
  • essential kitchen equipment (stove, fridge freezer, microwave and washing machine)
  • other essentials (warm clothes and bedding)
  • in exceptional cases, assistance with accommodation costs.

Am I eligible?

The scheme aims to support Leicester residents on low incomes and facing financial difficulties. You will be asked to provide proof of your situation, such as your bank statements for the last two months and a recent energy bill showing the amount you owe. Please have them ready to upload with your application form.

We will assess your application and send you an email explaining our decision. If you were referred by a professional, we will also email them.

I cannot claim public funds. Can I apply?

People who are not eligible for public funds are not eligible to apply for this grant.

There are some exceptions: for example, when a person needs community care, serious health problems or there is a risk to the well-being of a child.

In these cases, please telephone 0116 454 1004 and ask for the Children’s Services Service and Assessment Team (for families with children) or the Adult Services Service and Assessment Team (for individuals and couples without children).

How long will this program last?

The scheme will operate between November 18, 2021 and March 31, 2022, unless funds run out before that date.

We will be accepting all applications until March 14, 2022.

How will I receive help?

We will review the information in your application to determine what support you need.

If your application is successful, your scholarship will be awarded as follows:

  • an electronic voucher for food, clothing and bedding. This will be a contribution to your expenses for these items, not a replacement for your entire budget
  • an e-voucher or credit on your gas, electricity, district heating, water/sewage bill
  • cookers, fridge freezers, washing machines and microwaves will be delivered. These could be repurposed items
  • rent payments will be made directly to your rent account or your landlord.

Where can I use my e-food vouchers?

If you receive an e-voucher, you will need to log in online to convert it into a gift card at one of the following supermarkets. You can then spend the gift card in store.

  • Sainsbury’s
  • Asda
  • Company Shop Group

How do I redeem my gas/electricity e-vouchers?

Your e-vouchers will be emailed directly to you or to a family member or trusted friend.

You will need to redeem these vouchers within 48 hours or they will expire.

It is advisable to redeem your e-voucher at a larger PayPoint outlet. If you are having difficulty redeeming your voucher, please contact PayPoint directly on 0330 400 0000 or email [email protected]

Can I apply more than once?

You can make up to three food requests before March 14, 2022.

All other bonuses (such as rent, energy costs, equipment) are intended to cover the entire period of the program and we will refuse any second request for these.

How to apply?

Applications have been temporarily suspended.

Please see below the dates when applications can be submitted.

Due to very high demand, public applications remain closed so that our staff can process all applications received.

We plan to reopen applications from Thursday February 24, 2022 and close the program on Monday March 14, 2022.

You can apply online for help with food, energy or water bills. You can also ask a family member or friend to apply on your behalf.

If you also need help with a historic debt for energy or water, household appliances, warm clothes or bedding, a professional should make the request for you. Contact one of the following people:

  • your social worker (if you have one)
  • your child’s school (if you have a child in school)
  • your housing officer (if you are a Leicester City Council tenant)

If you don’t have contact or support from these services, or if you need help filling out the form (for example, you don’t have online access or need language assistance), contact us on 0116 454 1019 (10 a.m. to 4 p.m., Monday to Friday).

Will there be any changes to the grant?

If we need to make any changes, an updated policy will be posted on this page. All applications received the day after any changes are posted will be assessed in accordance with this updated policy.

What other help is available?

We offer a range of advice and support for people in the city who need support during the coronavirus pandemic.

Prevent Fraud

We must ensure that all requests are made legitimately.

If you misrepresent your situation, provide a false statement or provide false evidence in support of your claim, you may have committed an offense under the Fraud Act 2006.

We have a zero tolerance approach to fraud and financial irregularity. Any suspicions of fraud linked to this scheme will be referred to Leicestershire Police.
